No, they are trying to make the perfect society, it is NOT a resort.
Of course the only problem with trying to make the perfect society is that some people can't be allowed in (like Sawyer for instance) and everyone has to be knocked down the lowest level so no one feels left out or bad. That is the only way that everyone in a society can be happy-or at least that is the theory.
No, Penn is not working with the others... but is her Father?
No, the others do not plan what happens on the island, or else they would have known about the boat they stole from Sayid, Jin and Sun.
