"the chinese characters mean "The eagle controls (has mastery) of the sky" It's from a poem by Chairman Mao"
Another translation is "Eagles high up, cleaving the space" (from http://www.ece.neu.edu/~xzhu/lost_tatoo.html)

In any case, this is not at all the translation given on the show, and while it could have been worked into something relevant to Jack, they chose instead to make something up.

Which makes me wonder: why?

I know for a fact that the show is watched in China, where nearly every viewer will know the real meaning of the characters, so why would the writers knowingly mistranslate it? Surely the character Jack would know what his own tattoo means, but he did not correct the woman who said "he walks among us but is not one of us" (and in fact elaborated upon it) so apparently the character thinks that what it means.

But of course, soaring eagles wouldn't make Thai men want to beat him up.
